Why is it needed/What are the benefits?:

OLLBook is at Coldfusion v9

The new OLL application CESAR is now Coldfusion v10

Version 9 - for applications on this version there needs to be a project in place before Dec 2016 to migrate it to the latest version (currently v10).

( project for 15/16)

Version 10 - require to be upgraded to v11 or v12 in 17/18 at the latest. So a project could be put in place in 16/17 or 17/18.
