Programme is going through a period of assessment within Libraries after the deliver of major analysis pieces of work.

There have been resource challenges with absence of key staff and competing demands within Libraries. Resource challenges escalated within Project Services and IS and resolution is imminent.

Plan to pick up target operating model work in January.
