Programme Commentary

Overall the programme is RED

The DTI047 project may need to be suspended unless the End of Planning project brief can be agreed within next month. DTI047 set to RED until this issue is resolved - delays to End of Planning relates to resource conflicts within IS Apps and changing  priorities and emerging constraints when setting BI Tools strategic direction 

Automated solution for EDW access and authorisation is not urgent. Existing manual solution is robust enough for the short term. UoE are best advised not to invest in automation until future usage patterns  of EDW are better understood

Both DTI034 and DTI047 need additional funding to continue into 19/20 - this will come from the DTI BI/MI Programme and has been agreed with the DTI Portfolio Manager, Stephen Roy

Key Achievements in Last Period

  • DTI034 - Qliksense upgraded to latest release, and new round of system testing in TEST in progress
  • DTI047 - EDW data access and authorisations options appraisal completed and high-level S/W dev team design and rough cost estimate done

Top Issues

  • Need to agree a long-term solution for EDW access and authorisations considering both the Qlik and Power BI user communities, and any budget implication
  • Need to deploy new Qlik services to LIVE

Project team started testing access and authorisation to Qliksense based on AD group membership BME  applied the software updates to bring both Qliksense DEV / TEST / LIVE  to the latest version

AMBER issue - Technical issue with ADFS integration and 'unqualified AD group names' to be resolved before testing can be completed in TEST Business Impact - Delay to start of Qliksense pilot for GASP, legacy installations can still support local Qlikview service for GASP and CAHSS so not impact on existing Qlikview users Action to get to GREEN - fix any ADFS config issues which come out of UAT

Achievements this period

  • EDW Access and authorisation options appraisal completed with outline design & costing of the IS Apps dev work to automate the existing manual provision of Oracle user accounts.

Issues

  • Project will be suspended if End of Planning not approved by Wed 26-Feb
  • Need the EDW access and authorisation business requirements to become more stable before any work starts on implementing the recommendations from the Options Appraisal
  • Additional business requirements need to be collected for  support of both Qliksense and Power BI
  • Need to understand how the security model will be managed for the Finance datamart - it is expected that the BI team may need to deliver multiple different datamarts for different user groups
  • Need to bid for funding to automate interim manual solution ( rough estimate 50d small project requiring 20d effort from IS Dev services team)

Next Steps

  • Dependency - Fine tune existing manual  approach for EDW access and authorisation through a small pilot with GASP ( via DTI034) 
  • Agree how any extra unplanned work will be funded - either as part of new phase of DTI047 , or to be delivered by a new project
  • Complete work to launch new EDW Datamarts  as part of go-live of EST109 and DTI049
  • Launch new EDW service for MI Analysts using Power BI and Qlik BI Tools
  • Close project 

 

RAG Commentary - RED Issue - Resource conflict within project team , unfilled vacancies in IS Service Management team - End of Planning should be approved by 26-Feb 2020, or ISG PMO instruct that the project should be suspended. Business Impact - if project suspended and DTI047 deliverables are delayed, the launch of the HR datamart for HR Strategic reporting required for the People and Money programme will be delayed Action required - project stakeholders for DTI047, need to prioritise approving the End of Planning project brief w/c 24-Feb , over and above other competing activities. ISG SLT should prioritise approving PRAFs and enable vacancies to be filled quickly else there will be resource conflicts for project work
