Programme Commentary

Key Achievements in Last Period

  • Project Manager appointed for vital Qlik consolidation work. 
  • 17/18 budget: updated budget for programme agreed, proposal for additional spend submitted.
  • Review of programme in progress with key stakeholders.  

Top (Three) issues

  • Ensure that the Qlikview Consolidation reaches a satisfactory conclusion. We must ensure that the project is compliant from both an IS and procurement perspective. We have identified the need for a procurement strategy, outline business case and procurement checklist, with a clear split across software products.
  • Establish a clear scope for “DTI031 - Developing the BI Community” and decide how best to proceed.
  • Define a clear scope for the rest of the programme, in-line with priorities and budget.    

Key Next Steps

  • Continue to conduct Programme review and ensure all elements are within governance and compliant.
  • Complete negotiation of Qlik licences and reach award.
  • Commence planning for Qlik implementation
  • Agree scope and nature of community and reporting projects.

Overall, given the uncertainties, the programme is rated at AMBER.

Discussed at BIT board meeting 23/05. Withdrawal of project not approved, as the objectives are clearly mentioned within the remit for the programme. However, the difficulty in framing project scope with a clear set of deliverables was acknowledged. Proper scope definition required. Must result in an actionable plan, either as a project, or a BAU activity.

Achievements

  • Process of discovery by the new Programme Manager and Project Manger has now been completed. An assessment has been made regarding the progress made by the previous Programme/ Project Manager.
  • Communications have been reestablished with the vendors and revised quotes requested.
  • New ProM and PM in situ

Issues

  • The project is in a process of untangling the quotes for QlikView and Qlik Sense as the known business justification is stronger for QlikView.
  • The business case must be formulated and presented for sign-off.
  • PICCL needs to be raised to extend the budget for internal resources.
  • PICCL needs to be raised to rebaseline the milestones.
