Programme Commentary

Programme continues to gather momentum. 

  • COM029 Proof of Concept delivered. Recommendations:   

    The EDW model delivered by this project has been tested and proved.  The model has also been validated by an external consultant.  It is recommended that the model is taken forward into a production implementation of an EDW. 

    A procurement process should be followed in order to procure a suitable ETL tool for future EDW developments.  The future considerations and key learning points above should be reviewed during future EDW project initiation and planning.

    The intended plan for the production environment is to build the first version in SSIS on Oracle, while the tool procurement runs in parallel, so that we get a functioning warehouse up and running as quickly as possible.  If the procurement chooses a tool other than SSIS, the implementation project will need to migrate across the ETL from the first version to the new tool. 

      
  • DTI005 ETL Procurement project currently in planning. Likely to be quite a complex procurement. Timescales currently being assessed.      
  • Links into reporting at portfolio level being finessed.

Issues

Change Item 7: increase in budget, change in scope and revised milestones

  1. The scope of the project required to be revised to include the external review of the PoC build and to implement recommendations arising from the external review.  The external review was originally not part of the scope of the project.
  2. The project milestones required to be revised to take into account the increase in elapsed time required to complete the build.
  3. The project budget required to be increased in order to:
    1. support required effort from Enterprise Architecture.   This effort was originally not planned to be charged to the project;
    2. support effort required to undertake the external review of the PoC build.  The external review was originally not part of the scope of the project;
    3. take account of additional effort required to complete the build:
      • The Staging-Foundation layer build took longer than planned due to mandatory required changes to logic – see meeting notes 21/2
      • The Foundation-Access layer build is taking longer than anticipated due to technical issues for which options and a recommended way forward were produced – see meeting notes 28/2
      • Additional effort is required to implement recommendations arising from the external review

The project is amber for the following reason - the project is due to close this week, however change Item 7 should be noted: increase in budget, change in scope and revised milestones. 1.The project scope has changed. 2.The project milestones required to be revised to take into account the increase in elapsed time required to complete the build. 3.The project budget required to be increased.

  • Project planning phase initiated.

Issues

  • ETL procurement spend is scheduled to be concluded within 2016/2017 year. This will be a challenge, given the complexity of the ETL / Data Integration Market Place.  

Next Steps

  • Complete project planning phase
  • Start Market engagement phase.   

The project is reporting AMBER, until budget / timescale is re-positioned.
