Programme Commentary

DTI004 - ETL Tool Procurement 

- Market Research phase is dragging on longer than expected.

- We expect it to boil down to a choice between a) procuring a specific tool, across multiple sales channels, b) raising a more general ITT, allowing multiple tools / vendors to be submitted.

From a cost / time perspective a) is preferable.


DTI006 - EDW Implementation.

- Planning complete. 

- Creation of Security policy in progress. 

- Infrastructure Technical design underway   


DTI019 - MI/BI Analysis Toolkit

- Planning complete. 

- External consultancy contracted for work, in conjunction with project EST093.  David Young (Simpson associates) on-site w/c 14/08. 


DTI022 - EDW Business Engagement 

- Initiation papers submitted and approved. 

- Waiting for allocation of PM.

Achievements in Last Period

  • Pre-market engagement activities continued.
  • Final informal QAs, and indicative pricing structures received for one remaining tool.
  • Market evaluation report drafted - pending finalisation.  
  • 'Deep dive' pre-ITT evaluation of favoured tool agreed in principle with selection group and vendor.
  • Procurement strategy work continues.


  • No reference site received from one potential vendor (Oracle).
  • Market evaluation will complete 4 weeks later than planned without this activity. 

Next Steps

  • Complete market evaluation report.  
  • Plan and carry out 'deep dive' pre-ITT evaluation with favoured tool.  
  • Draft and confirm ITT mandatory and optional requirements with selection group.
  • Draft, review and issue ITT.
  • Replan remaining project activities on the above basis & seek approval of sponsor, programme manager and WIS accordingly.


The project is reporting AMBER.

Issue - market evaluation has taken c 4 weeks longer than planned due to slow responses from 1 potential vendor.  The market evaluation will be brought to an end, and remaining project activities will then be replanned and scheduled in light of evaluation findings.  No SMT action required.

Achievements in Last Period

  • End of planning phase approved @ WIS 28/07. The project is estimated at 230 days. 


  • We need to decide on which ETL tool to use for the org/hierarchy data acquisition. This is dependent upon a decision with DTI004 on the likely ETL tool we plan to procure.  

Next Steps

  • Start design phase.

The project is reporting GREEN.
