Commentary

 

HRS071 - Project status is set to GREEN as the main deliverables are being used by HR and any final changes resulting from LIVE data is being progressed with urgency. The HR Systems team are undertaking the extensive data review exercise required to ensure the data fits HESA requirements. 

HRS072 - Project returned to GREEN following the Oracle consultants visit at end of August. The consultant has progressed the University towards readiness for the first RTI submission which is now schduled for September. 

HRS073 - Project remains as AMBER due to the ongoing LIVE issues, however, the number of these are decreasing and there is clear focus for resolution of those remaining. 

HRS074 - Staff Development System (Suspended) - Proposal to be submitted to Heads of HR for revised project focusing on the businss changes needed. Further clarification is required on what involvement, if any, is expected from IS Applications.

AMBER - uncertainty over the scope of any Staff Development Project and therefore the scope and milestones for any follow on project.

tbc - will depend on outcome of procurement project. Current plan suggests that the procurement would not be complete until April 2014 at the earliest.

eRecruitment Phase 2 (Redeployment and Talent Pool)

Business Consultations are running through to end July. This project cannot start until clear agreement has been reached on how to proceed.

The eRecruitment Project Board has requested that the eRecruitment team review the high level plan for Phase 2 and the requested eRecruitment efficiency review to present a plan for the September Project Board.

HR & Payroll Annual Maintenance 13/14

Plan

Real Time Information (RTI) and Auto-enrolement, introduced in 12/13, have potentially altered the normal plan and approach for this project. It may be more sensible to start this project earlier should the start of the RTI submissions to HRMC require immediate updates.

Start and end dates will depend on what Oracle release patches and how urgently they need to be applied to our system.

Ongoing work for eRecruitment and HESA testing will impact HR's ability to input to this project. Pensions and Payroll departments cannot undertake any work on this in August 2013 due to leave commitments. depending on when the Annual Maintenance project starts this could impact availability of business resources.

HESA have indicated that as the changes for 12/13 were substantial that changes for 13/14 will be minimal. This will not be certain until HESA release details of any required changes.

Head of Production Management (IS Apps) has indicated that this Oracle HR & Payroll migration should be completed before the Family pack patching for HR & Payroll Annual Maintenance 13/14.

eRecruitment migration will need to be co-ordinated with Core should they need to undertake any updates to the application configuration.

Achievements in last period:
  • HR are progressing the extensive data review exercise in LIVE
  • Issues resolved with LIVE specific data including ACTSOC codes for atypical staff and ACEMPFUN coding
  • HESA IDs for staff with start dates from 1st August 2013 have been uploaded for provision to REF
  • Agreement reached that the main deployment to LIVE is complete, any further work should result from HESA rule changes or isssue specific to the LIVE data. 

 

Issues:

  • Finance have provided new Cost Centre coding which will need to be urgently loaded in to DEV, TEST and LIVE

Next Steps:

IS team:

continue to resolve any issues asap to allow the HESA data review to continue

Business:

Repeat running the extract to obtain a clean copy of the HESA submission

Continue to monitor the HESA rule changes to confirm any that would require code changes by IS or data updates from HR Teams

Achievements in Last Period

  • Clone of Live to Test was completed
  • The new RTI screens for the UOE Payroll Supervisors were set up

  • 3 RTI patches, API work, and HR Globals went LIVE on August 8th as planned in preparation for the Oracle consultant 
  • Conference calls with HMRC and Oracle took place and got agreement to submit RTI in September (that being the last submission date availablle to meet the HMRC Statutory Return data)

  • The Oracle consultant that Finance were originally negotiating with could not come back to continue the RTI iniial balances sign up -  until the end of September. Finance then obtained an alternatine Oracle consultant and she enabled the set up to be completed

Issues

  • None

Next Steps.

  • RTI Initial Balances set up will be completed by Payroll
    • The pre-check RTI alignment submission report will be sent to HMRC once all the data errors have been manually corrected between the 9th and 26 September. Once submitted HMRC will then notify us of any corrections, although the intention is not to submit it to HMRC until there are no errors.
    • RAG GREEN now that the plan is progrssing for the September submission.
  • There is no further work for IS Apps know.
  • The Project will be closed after the Final RTI submission has been accepted by HMRC.

  • Ongoing issue resolution of Core deliverables
  • Successful applicant updates in LIVE and deployment sign off agreed
  • BOXI Universe developments for Phase 1b complete and in TEST
  • Agreement reached over which outstanding Core items are required for deployment sign off
  • Support review meeting held between UoE and Core
  • Twice weekly review meetings arranged with UoE and Core to focus on progress of support calls

 

Issues 

  • Post deployment issues identified with Core software are still outstanding. There remains one critical issues outstanding with Core; 
  1. Merged PDF packs are not generating. Core are investigating the cause.

 

Next Steps

  • Deployment sign off for Core Phase 1b deliverables 
  • Accept and deploy to LIVE the Phase 1b Updates for BOXI
  • Clone LIVE to replace DEV and TEST
