Section One: Programme Commentary, RAG and Resources Update

 

Commentary

HRS075 - AMBER - Tax Year End patching and Business Processes completed but late patches released from Oracle for the 14/15 Financial Year have errored in DEV, Service request raised with Oracle for support. This has resulted in additional effort and impacts to the P60 updates. 

HRS076 - GREEN - Data gathering complete and the initial draft of the Efficiencies Review report is with HR for review before circulating to the eRecruitment User Group and Project Board. 

HRS077 - GREEN - Analysis with the three business areas underway to draft a prioritised list of compliance reporting issues. 

HRS078 - AMBER - Issues encountered during DEV migration require documentation from supplier, this has resulted in delays to the previously planned milestones. Discussions are underway to obtain required documentation. 

HRS079 - GREEN - RTI Full Payment Submission now outputting correctly following patching and configuration changes.  Payroll have undertaken an extensive reconciliation process and the FPS will now be submitted to HMRC on Friday 11th April. The project will now move on to supporting the Auto-enrolement enhancements. 

HRS080 - GREEN - Build has been delayed slightly due to a conflict with the Annual Maintenance work. Milestones have been re-planned as a result and the work is still expected to be complete before the June '14 target deadline.

Achievements this period
  • Phase 2 Patch released 28-Feb-14, which enabled Phase 2 work to start in earnest)
  • Phase 2 Design/Planning TYE and Legislative Patches for start of Year
  • Phase 2 Test patching Complete and signed off
  • Phase 2 Go Live Deployed

Issues

  • Latest legislative patch released by Oracle in April. The patch failed in DEV and it was not possible to return DEV without a clone from LIVE. This has been planned for w/c 7th April and the mandatory patch will need to be applied to DEV asap. It has been agreed that this patch is not required for the April payrun (17th April) but needs to be implemented to LIVE (target by mid May).
  • Review of progress  - meeting  11-Apr-14 (The Direct Earnings patch can be handled manually as Payroll received confirmationon 9-Apr that it will only apply to 1 employee this month).
  • This issue is now under control 10-Apr

 Next steps

  • Final Payment Submission Reports (4) by Payroll  - Completed successfully in test ready for HMRS deadline of 11-Apr 
  • Reconciliation process by Payroll - Run completed successfully 10-Apr, some items to be followed up by Payroll

  • Payroll meeting was delayed to allow them to complete year end and business as usual activities. This will be replanned asap. The Analysis milestone will be delayed slightly but this is will not impact other work.

  • Brief approved
  • During the Technical Arcitecture Document and Migrate to Dev process - the process has become more complicated than originally resourced, esimated and planned for.
    • This has resulted in an experienced HR Dev Tech Technician now being assigned to this project to work with Core and HR to agree Technical issues.
  • R12 investigation complete (apart from conclusions and review) 

 

Outstanding Issues
  • Technical issue has been raised and plan requires agreement with supplier and sponsor
  • All milestones require re-planned
Next steps
 
  • Resolve technical issues so that project can be replanned, resources and agreed between sponsor, supplier and IS Apps
    • with the aim of removing the impact to the Phase 2 eRecruitment project while it remains on a supported inrastructure
  • R12 conclusions and review to be completed
  • R12 project estimate will be agreed for a new HR project

  2. RTI Consolodated patch and related updates applied to DEV, TEST and LIVE and resulted in consolidated RTI report outputing succesfully

Outstanding Issues

The Annual Maintenance Project (HRS075) has encountered delays due to late release and issues with Oracle patches. This has resulted in a resource conflict with this project. Resources have been replanned, however, unresolved issues on HRS075 may result in further impact to this project.

It was agreed with HR that both the Staff Development Procurement and Implementation projects should be withdrawn. A revised proposal will be submitted during annual planning 13/14 which may cover a revised scope.
