Section One: Programme Commentary, RAG and Resources Update 

 

Commentary

The programme manager considers that overall the programme is RED:

 

  • HRS096: The GDPR risk has been realised for eRecruitment: HRS096 has been initiated to undertake this work; lack of clarity on how this will be delivered mean the project planning has not yet completed and  is currently RED.   A new draft brief is being prepared and signoff is expected in August. There is also a risk that the Business lead has limited availability to input to the project, due to conflicts with other work.
  • HRS096 GDPR Updates for eRecruitment project  was initiated with an estimate of 40d.  Planning is under way and this estimate will significantly  increase.
  • The utilisation rate  for the year is

Risks around eRecruitment   An extension to the current contract has been negotiated till December 2018.   HRS will negotiate with Core seeking agreement that the contract can be further extended without the need for an upgrade to SaaS  ( as per Core's new business model) and an agreement was expected to be reached in April.  As a safeguard, a proposal to  plan for an upgrade project has been submitted to annual planning.   However there is a risk that that eRecruitment upgrade may need to be brought forward to start in this year; there is no budget currently available. A decision has not been announced as of July 2018

Achievements this Period

  • Numerous discussions have taken place that have considered a number of different options for how to anonymise the HR data and how to provision reporting of anonymised data. An approach with estimates has been agreed and these are currently being prepared into a Project Brief.
  • Through a detailed discussion considering the design approach a simple (comparatively simple that does not require a pseudo anonymisation algorithm) method of anonymising the leaver data in the PPIPMI universe has been identified.
  • Reporting Applications data through either Excel or the Enterprise Data Warehouse has been discounted as options.

Issues

  • There is no HRS096 budget allocation for next year and the resources necessary to complete the system analysis and design work will not be available until late August.
    • This issue requires escalation.
  • Early indications are that the required budget may be at least 50% above the current budget.
  • A new project manager will be required from the end of July.

  • Complete the preparation of the Project Brief complete with revised milestones and submit to WIS.
