Following meeting with the key stakeholders involved.

Whilst identifying the key risks of this project are the development, process and desicion making elements. The risk is such currently that it does not present a significant riks to the the service overall. It was agreed that due to a number of time changes that will significantly impact any progression of this project for 2019/20 to remove this project in February and set up a new project with a new brief based around seeking out alternative products and or taking a ground up approach to the service. It was agreed that rather than review the back end and front end presentations it would be more beneficial in the long term to project manage the 'service' itself.

[MVM509Implementation of Vet Practice Management System RAG is AMBER

Achievements in Last Period

  • Internal work on Gap-analysis (Procurement requirements vs Dec 2018 delivery) completed; there are some items agreed in the procurement which have not been completed (of which some are no longer required) of those still required and which are not expected to be complete within weeks, they will be moved into a separate "Provet Improvement Project", but the project team has stressed to FNS that for already agreed work this will be expected to be done at the agreed discounted day rate for items agreed in the contract, regardless of UoE's internal project governance arrangements. 
  • Work on locally replicated Provet database instance progressed as far as UoE able to; data transfer cannot be tested as scripts not provided by FNS until 22 March, despite  UoE requesting these in January 2019; UoE staff have had to modify the scripts as they were written assuming that the DB was implemented using containerisation (Docker), despite this not having been discussed in implementation conversations with FNS. PM recommends that once modified and confirmed functioning correctly, FNS review the scripts and keep a copy for reference in case they have to be modified in future.
  • Business rules for UoE user feed agreed with business and submitted to FNS in jira for estimation and costing (rules to be implemented on the Provet side) along with related requirements to improve admin and user management for the business, to assist transition to full service. Estimates are with the business for consideration and recommendation to the Project Board.
  • UoE user feed application ready for testing - awaiting response from FNS on testing strategy.
  • Prioritisation meeting scheduled for 12 March (UoE / FNS).

Issues

  • No major issues. However, there is overhead keeping the project open while the business prioritise next steps and this is affecting PM availability due to resource conflict across projects.
  • Project Sponsor change (announced at Project Board 21 March 2019); Tim King retiring at end of March 2019, passing on role of Project Sponsor and Chair of Project Board to Sue Murphy.
  • PM reminded the Project Board that project closure was scheduled for the start of March and this has now passed; additional Project Board was scheduled for 21 March to agree revised plan and route to implementation project closure; progress made but date for closure not yet confirmed. PM to organise a Project Board meeting for late April at which point a revised plan and review of outstanding actions be carried out. If possible,  milestones to be agreed prior to the meeting, with the aim of closing the project early May.
  • Revised Milestones now need to agreed based on business's priorities. Revised budget (agreed October 2018) about to be exhausted. Escalated to Project Board and new Project Sponsor.

Next Steps

  • Test data import on locally replicated Provet database instance and deploy; progress rules for Automated User Feed on Provet side (subject to PB approval).
  • Review closure plan and outstanding actions for next scheduled Project Board.
  • Agree what to be carried to a separate service improvement project.
  • Agree service transition tasks.
  • Close implementation project.

  • SharePoint resource will be sought to support migration activity in April to target completion of phase 1
