Section One: Programme Commentary, RAG and Resources Update

Commentary

Programme status: The overall status of the MVMLAT programme for November 2022 is AMBER due to the external risks to the programme. The projects are mainly delivering on or ahead of schedule.

There are five open programme risks in November:

Project highlights

  • MVM140: SUSPENDED - This project is suspended until delivery received from supplier
  • MVM145: GREEN - Project in Closure stage
  • MVM148: AMBER - P&M PO issue has been resolved but due to absence in electrical contractor, there are still some quotes and POs to be raised
  • MVM153: GREEN - Project progressing with no issues
  • MVM154: GREEN - No updates this month due to annual leave, prioritising MVM148 and exam IT requests.
  • MVM155: GREEN - This project has been initiated and planning and analysis are in progress

MVM148 Upgrading of teaching spaces 2021/22 RAG Status: AMBER

Achievements this period

  • First purchase order for estates work for the Vet School rooms G36 and G48 has been raised.
  • Work has begun in the Chancellor's lecture theatre A to install the necessary infrastructure cabling

Issues

  • Electrical contractor contact for the Vet School work has been off work, so the remaining quotes and purchase orders haven't been raised yet.

Next Steps

  • Completion of infrastructure cabling work for Chancellor's lecture theatres (mid-December)
  • Arrange suitable time for AV work to be carried out in Chancellor's lecture theatres.
  • Receive estimated installation dates from the AV contractors for the remaining work.
  • Wait for a remaining quotes and purchase orders for Vet School upgrades to be raised and then organise installation dates.

MVM153 Upgrading of student computer labs, teaching and meeting room PCs 2022/23 RAG Status: GREEN

Achievements this period

  • Project manager visited proposed simulation space within the Royal Edinburgh Hospital and the request for 2 University computers will be fulfilled from existing PC stock.  New networking infrastructure will need to be added so a netjob will be raised for this.

Next Steps

  • Discuss replacements with local IT teams to ensure they are aware of the locations receiving upgrades.
  • Purchase the replacement computers.

MVM154 Upgrading of teaching spaces 2022/23 RAG Status:  GREEN

  • No updates this month due to annual leave, prioritising MVM148 and exam IT requests.

Next Steps

  • Rooms requiring upgrades for the different campus locations need to be identified and added to the project brief.
  • Prioritise list of rooms to upgrade this year based on available funding.
  • Create AV designs and then tender documents for each of the new room upgrades.

OCP004 CPD Platform - Requirements, Market Analysis and Business Case - RAG Status: GREEN

Achievements in this period

  • Governance: Project Board membership agreed, purpose and remit syndicated. Initial Board meeting diarised for January 

  • Requirements: Completed key stakeholder reviews and baselined requirements for input into ITT documentation, including indicative numbers of learners/course enrolments for input into procurement documentation 

  • Procurement strategy:  Options for route to market discussed, draft options paper to be completed in December for syndication. Targeting January project board approval 

  • Procurement: Engaged stakeholders regarding committing resource for supplier proposal review panel membership. Follow up once route to market agreed 

  • Procurement: Commenced drafting of documentation for tendering process 

  • Resourcing: Interviews undertaken to recruit Business Analyst/Project management resource to support procurement phase, but no successful candidates identified 

Issues

  • Emerging Risk: Timely access to internal financial systems and process expertise.  We need clarity on the supplier questions for “integration” with payment and finance system to include within the ITT. Project Manager following up with IS Applications and Finance area to help resolve 

  • Emerging Risk:  Resourcing of Business Analyst to support project is challenging. Will need to investigate alternative options to address to ensure minimal impact on future project timelines 

Next Steps

  • Procurement strategy: Complete route-to-market proposal for syndication and approval 

  • Procurement: Draft documentation required for tendering process and syndicate 

  • Resourcing: Secure Business Analyst resource to support procurement phase 

  • Issue ITT following approval at Project Board 

  • Governance: Engage with IS planning to establish budget and organise business case training
