Section One: Programme Commentary, RAG and Resources Update

Commentary

Programme status: The overall status of the MVMLAT programme for December 2022 is AMBER due to the external risks to the programme. The projects are mainly delivering on or ahead of schedule.

There are four open programme risks in November:

Project highlights

  • MVM140: SUSPENDED - This project is suspended until delivery received from supplier
  • MVM145: GREEN - Project in Closure stage
  • MVM148: AMBER - Work in the Chancellor's lecture theatres A and B to install the necessary infrastructure cabling has been completed
  • MVM153: GREEN - No updates due to other work taking priority and limited availability of project manager.
  • MVM154: GREEN - Initial room list has been shared with the Vet School and Medical learning and teaching subgroup members, as well as with the development team in IS Learning Spaces Technology.
  • MVM155: GREEN - Draft Project Brief circulated

MVM148 Upgrading of teaching spaces 2021/22 RAG Status: AMBER

Achievements this period

  • Work in the Chancellor's lecture theatres A and B to install the necessary infrastructure cabling has been completed.

Issues

  • Electrical contractor contact for the Vet School work has been off work, so the remaining quotes and purchase orders haven't been raised yet.

Next Steps

  • Arrange suitable time for AV work to be carried out in Chancellor's lecture theatres.
  • Receive estimated installation dates from the AV contractors for the remaining work.
  • Wait for a remaining quotes and purchase orders for Vet School upgrades to be raised and then organise installation dates.

MVM153 Upgrading of student computer labs, teaching and meeting room PCs 2022/23 RAG Status: GREEN

  • Discuss replacements with local IT teams to ensure they are aware of the locations receiving upgrades.
  • Purchase the replacement computers.

MVM154 Upgrading of teaching spaces 2022/23 RAG Status:  GREEN

Achievements this period

  • Limited updates due to project manager's annual leave and Christmas closure.
  • Initial room list has been shared with the Vet School and Medical learning and teaching subgroup members, as well as with the development team in IS Learning Spaces Technology.

Issues

  • Vet School have decided not to take the AV equipment and furniture from the Chancellor's Elsie Inglis lab, so an alternative location will need to be found as soon as possible after the Christmas closure.

Next Steps

  • Prioritise list of rooms to upgrade this year based on available funding and update the project brief as necessary.
  • Organise visits to the rooms to discuss requirements with the associated teaching staff.
  • Create AV designs and then tender documents for each of the new room upgrades.

OCP004 CPD Platform - Requirements, Market Analysis and Business Case - RAG Status: GREEN

Achievements in this period

  • Inaugural Short Courses Platform Board held on 9/1/23 and endorsed the recommended procurement option. Project can now proceed to procure. 

  • Drafted papers for the above board including          -  a summary of the key points captured during consultation over the past year that shaped the rationale for a pan-University Short Course Platform and supporting services;   - a paper outlining the procurement options, recommendation and the external supplier market analysis. 

  • Initial session held with IS Apps specialist to help identify the online payment integration and finance requirements.   

  • Continued the drafting of documentation required for tendering process 

  • Resourcing: Interviews undertaken to recruit Business Analyst/Project management resource to support procurement phase but no successful candidates identified

Issues

  • Emerging Risk: Timely access to internal financial systems and process expertise.  We need clarity on the supplier questions for “integration” with payment and finance system to include within the ITT. Project Manager following up with IS Applications and Finance area to help resolve 

  • Emerging Risk:  Resourcing of Business Analyst to support project is challenging. Investigating alternative options to ensure minimal impact on future project timelines

Next Steps

  • Procurement strategy: Complete procurement documentation and relevant documents to enable ITT to proceed.  

  • ITT: Complete documentation to be issued to suppliers to enable them to tender, syndicate for final comment and issue.  

  • Follow up on finance processes for online payments to enable finalisation of supplier question sets. 

  • Planning: Complete detailed planning of procurement phase and ensure resources aligned to support selection process. 

  • Resourcing: Secure Business Analyst resource to support procurement phase. 

  • Governance: Engage with IS planning to organise business case training and requirements for this project
