Section One: Programme Commentary, RAG and Resources Update

During November, HSS026 ECA Induction - Analysis and support for implementation of a school intranet site was successfully delivered. The Closure Report is now available.

HSS015 School of Economics Job Study remains RED while APM (formerly Ingeus) advise of the updated timeline for the remaining developments. A target date for these has been set to end of January 2020.

Two projects report an AMBER status:

In addition non started project continued to be delayed because of the lack of resourcing:

Achievements in the Last Period

  • Whilst waiting for a proposal from our business partners, the project was re-planned based on the following assumptions
    • data would  be supplied by our business partner by the end of the calendar year 
    • developer resource has been secured to complete the development from w/c 6th January 2020

Issues

  • No contact has been received from our business partner since the conference call on 23rd October , despite numerous requests for an update 
  • Issues have been encountered by the School of Economics IT Team in setting up the Job tracker database connection to Stata 

Next Steps

  • Determine how the project will progress and re-plan as required 
  • Finalise OLA with school of Economics 
  • Complete Stata implementation

Achievements this period

  • Final user testing test plan confirmed 
  • User testing has commenced 
  • A new member of staff has joined the project team and will assume the role of lead tester 
  • A Data Protection Impact Assessment has been been commenced 

Issues

  • Due to time pressures, the user acceptance testing has not been completed by the previously scheduled date of 22nd November
  • There is still the requirement to clarify if the database conversion process has been successfully completed 
  • There is the requirement for the  project manager to confirm 
    • If the appropriate Information security checks have been undertaken regarding moving the current system data 
    • if there has been a change of hosting supplier and any implications resulting from this
  • Due to the impact of industrial Action, It has not been possible to complete the SSO configuration on the Live environment
  • Due to the remaining activities it is unlikely that the scheduled deployment date of 16th December will be met and will require the project to be re-planned
  • Given the amount of work to complete, it is unlikely that sufficient budget will be in place to complete the project 

Next Steps

  • Complete  User Acceptance Testing including the database conversion process
  • Operational Level Agreement, support wiki and documentation to be agreed between Hope Park and IS Applications Management
  • Complete the SSO configuration 
  • Complete the appropriate information security checks 
  • Clarify the plan for the live deployment

Achievements in the Last Period

  • Pilot has officially started at end of week 8 when the reps received their demo from Teams and Learn
  • Student Association held the pilot reps briefings
  • Pilot officially started 8-Nov-2019
    • Semester 1 has little time left to gain benefit of uptake
  • At end of week 9 (15-Nov) we have the figures from Learn
    • The Learn update:

      • 42% and 41% have logged in to  Accounting & Finance and Structural Engineering with Architecture respectively

      • 26% have logged into MSc International Animal Welfare, Ethics and Law

  • Track the weekly usage of the pilot in Learn and Teams 
  • Students Association to ask the reps to seed the discussion with questions or updates
  • Agree revised suspension date with project team in January

Achievements in the Last Period

  • Project brief was approved
  • Comms and engagement plan was drafted and is being reviewed by sponsor
  • New BA assigned and WAM analysis completed
  • Proposed new College WAM distributed to Heads of Schools for review
  • Work is underway on the Application and Data Architecture document which will provide the board with the dataflow picture they requested
  • Initial analysis for the HR API work is underway which will enable an estimation of the work required to implement
  • Initial analysis underway for the TRAC code review deliverable

Issues

  • Although the issue raised last month about loss of BA to Core Systems programme has now been resolved, it has delayed the project by 3 weeks. This delay may be compounded by the industrial action as the Heads of School may not be able to complete College WAM review by the requested date.

Next Steps

  • Finalise comms and engagement plan and share with Board
  • Review Head of School responses to proposed College WAM due by 13th December
  • Finalise analysis and produce estimate for the HR API work (including BI team documenting issues/barriers with current manual process
  • Project milestones to be revised once Head of School responses have been reviewed and the level of variance is understood

Achievements in the Last Period

Issues

  • There is currently no PM or BA resources available to take this forward. The delayed start will impact most on the work to identify an upgrade path for End Of Life (EOL) applications like CESAR, CLASS. This could leave COL vulnerable due to reduced support to these applications, see issue PICCL 1: Project start delayed due to lack of PM and BA resources.

Next Steps

  • Identify PM and BA resources. This depends on contractor backfill being approved and success of ongoing staff recruitment.
