Section One: Programme Commentary, RAG and Resources Update


During February, one project was formally closed, USG012 ThankQ Infrastructure Upgrade.

Progess was made with USG014 Development and Alumni CRM Procurement where further clarifications were received on the bids which will allow procurement to review and advise on a way forward. The risk remains that a new application may not be procured and deployed in the required timeline. 

As a result, the overall USG Other Programme status is AMBER.

The budget for session 2019/20 decreased from 318 days to 308 days following transfer of contingency to TTU, see PRICCL 121.

Achievements this period

  • Clarifications sent to bidders, and responses received and evaluated
  • Procurement started to draft a summary of the responses and evaluation commentary/evidence


  • Delay to procurement timescale - evaluation stage.  This follows the initial issue encountered at bid stage with clarifications needing to be sent out regarding the responses received for the mandatory requirements, and the options paper being submitted to senior stakeholders.  The clarifications have now been received and a decision will be made shortly so that the outcome of this stage can be communicated to bidders
  • As a result, the Time RAG has been shown as RED this month

RAG Commentary
The procurement evaluation has not completed after bids failed on the mandatory requirements and clarifications were needed. The summary report from Procurement is due shortly and from there, the project will have a clear path forward and new milestones can be agreed. There is a risk that a new application may not be procured in the required timeline and impact the delivery of this programme.
