Achievements in last period

  • Project Team recommended that a contract not be awarded to the bidding suppliers.
  • Agreement on decision with Executive Sponsor, taken to Project Board on 17/08 and 31/08 (fully supported).
  • Project Team have briefed Head of Project Services and Dir of IS Apps.
  • Procurement Recommendation Report approved by Dir of Procurement on 01/09 and letters sent to the 3 bidding suppliers on 05/09.
    • Suppliers informed that "After careful consideration and in accordance with the ITT paragraph 1.9, the University is opting to cancel this procurement due to material changes in its requirements. Following a full review of all requirements and evaluation criteria, the University intends to go back to the market with a revised scope. It is anticipated that this will be published in Quarter 4 of 2022. A new Contract Notice will be published which can be accessed via Public Contracts Scotland (PCS)".
  • At this point, with the suppliers informed, the detail of the decision is being shared with the stakeholder groups and the milestones revised.

Issues

  • No major issues.
  • The priority is procuring the best solution possible for the University; timeline is being pushed back for further market engagement, a review of specific areas of the requirements, and a new ITT.

  • Re- engage with suppliers.
  • Agree revised business requirements.

  • Initiate implementation project.

 

RAG Commentary:  Project RAG remains AMBER.

  • Issue: decision made to not award a contract to the bidding suppliers and re-evaluate business requirements. Approach is agreed with Executive Sponsor, Project Board, and Procurement & Legal. 
  • Impact: Timeline for completing procurement and awarding contract now extended into 2023 with Implementation project now expected to start Q1 2023 and the solution in place by the end of calendar year 2023. Contingency plans come into play for end of life of technologies for Card Frontoffice (July 2023); this contingency work is now being planned with IS Apps colleagues to ensure business continuity. 
  • Next Steps: Market engagement and review of business requirements and procurement question set. No action required at this time.
