Section One: Programme Commentary, RAG and Resources Update

Sheila Fraser has taken on the role of STU Programme Manager from Jamie Thin as Jamie moves to lead on the RMAS Project. Many thanks to Jamie for his work on the STU programme over the last few years.

While all three projects in progress are expected to complete within their current estimates, this programme is overall RED for the current year as all three been re-planned and are now expected to complete in 14/15. The reason the programme is RED is that the work will not be completed in this year, and therefore there is unplanned carry-over. The Programme Manager and Programme Owner have an action to agree how to address this next year.

STU241, New Careers system options appraisal completed successfully delivering the initial evaluation and the costing of the full implementation. This has enabled the new funded in-year project STU242 CareerHub Implementation to be initiated quickly for the Careers Service.

The budget allocated to the projects for the Disability Service has been increased to tackle the challenges of upgrading and making enhancements to legacy applications Kelso and Radium, which are now at the end of their 'shelf-life'.  A plan to replace these legacy applications will need to built into the future delivery schedule and funding bids for these services. A recent meeting with Student Disability Services agreed a proposed approach for the plan.

STU243 External Examiner Online Reporting - Phase 2 was initiated as a code for business analysis by Student Systems, no work is expected on this from IS in this year.

In relation to the budget and balances in the table below, STU235, STU236 and STU242 are showing as having budget in this year. This is due to the unplanned carry-over, and the project budget for this year has not yet been reduced to reflect the reduced effort expected in this year. This will be done before the next report.

External Examiners - Support and (Pilot) Enhancements

STU235, External Examiner Online Reporting System is delivering the minimum viable product (MVP) for the External Examiners as a Pilot for a few Schools to use after the November 2014 PGT Exam Board. Once evaluated it is expected rework will be done before being deployed to the whole university in June 2015 for use at the Exam Board. This project is needed to transfer the MVP to support, and to deliver enhancements without which the wider Schools will not support or adopt the new system.

External Examiners Online Reporting System - Phase 2

As a continuation of STU235, External Examiners Online Reporting System, Phase 2 will build a repository of external examiners details which Colleges and Schools would access as appropriate.

Phase 2 supports the  systemising of the following processes: 

  • Nomination of external examiners. This would support seniority and experience checks, conflicts of interest and term of office checks.
  • The appointment of external examiners. This would include capture of UKBA requirements, fee amount etc.
  • The ongoing maintenance of the external examiner details and their appointment once approved.
  • The external examiner report return would be recorded in the repository so that it is possible to highlight instances where the external examiner is consistently not performing their duty so that this could be managed.

Disability - SDS - Reasonable Adjustments

This project was intended to be carry-over for enhancements to Radium that are required to support the legislation to make reasonable adjustments for disabled students. These were started in STU238, Radium Enhancements including Reasonable Adjustments and merged into STU236, Student Disability Service database and web application enhancements. During the course of STU238 it became clear that the underlying infrastructure, which was built by a contractor in 2006 and intended as a stop-gap at the time, needed significant changes to enable these Radium enhancements to be implemented. STU236 will deliver the enhancements which are possible under the current infrastructure. This project will now be re-purposed to look at options for replacing these systems, which are coming to the end of life point. This may mean a business case to be submitted before the next round of planning, so timings are subject to change until the planning timetable is confirmed.

Dependencies

Completion of STU236, SDS database and web application enhancements. Potential for eTime and EUCLID to be used, so time may be required to meet with Finance, Student Systems and others that may be identified through the course of the investigations. Barry Nielson from Student Systems will be supporting SDS in developing their strategy/roadmap in autumn 2014, this project would look to support the implementation of the strategy/roadmap.

CAM - Enhancements to UG / PG Degree Finder

CAM would like to make use of the new functionality that is being developed as part of UWP006, New University-wide CMS. It is expected that the CMS project will deliver the minimum viable product (MVP) functionality in October 14, and proxy functionality at the end of January 2015. CAM will evaluate the functionality delivered in the MVP, and determine whether this, together with the planned additional functionality, could give them better options to enhance the UG/PG Degree Finder functionality. Once this is clear, they will be able to define the requirements for this project.

Plan

The volume of students seeking support from the Student Counselling Service has grown by 89% since the move to the Main Library, and demand is expected to increase in the next year. This project will be initiated at the start of August to enable the implementation of online forms (currently using paper and printouts) as soon as possible. If this project has a simple solution, then any effort not used would be added to the SCS - Small Enhancements project. Conversely, if this project is complex (perhaps due to confidentiality requirements), then the SCS - Small Enhancements project may be scaled down to enable this to be completed.

Achievements in Last Period
  • The upgrade to SQL 2008 and ColdFusion 10 has been deployed
  • Issues with the schemas and discrepancies in the databases have been successfully resolved by the team.
  • The issues encountered with the upgrade have meant the estimate for the work has been revised, the increased estimate has been agreed at 282 days
  • As a result of the above the plan has been revised and agreed with new milestones for the deployment of phase 2

Issues

  • There have been some issues with the deployment of the upgrade of SQL and Coldfusion but these are being resolved as they are raised and we are expecting sign-off of the deployment shortly. 

Next Steps

  • Complete the build of the KELSO Enhancements and promote to test as they become available for the business to test.
  • Sign-off the requirements and design for the Radium Enhancements.
  • Programme Manager to agree how to manage the carry-over to 14/15 (provisional agreement with Student Disability Services on the approach, dependent on funding arrangements for 14/15).

STU240 - CARS Database Migration

Project has been withdrawn. Withdrawal (Item 6) was agreed on 10 April 2014.

It is now planned that the legacy Careers databases - SAGE, CCTS and Vacancy database - will be decommissioned , when the replacement system CareerHub goes live. As long as CareersHub is implemented into Live by Jan 2015, then it won't be necessary to do any further compliance maintenance to the CARS databases.
