As per the plan have been gathering a better understand Practique’s use within MVM and in doing so understanding the best way to plan our two 'lot' procurement. One lot for the central service and a second for MVM specific requirements. The core team, including stakeholders from CMVM and Procurement have authored a MVM Summary and Options paper. Within this we note the practicalities of the MVM procurement timeline, how it sits within the central procurement and most importantly that there is a fundamental question of who will be footing the bill for the CMVM package. CMVM have expectations that ISG will cover the cost. On initial market review quotations Practique can be between 2-5 times higher in cost that other E-Assessment solutions. Our budgets wil need to be resolved at a senior level for the procurement to proceed.
The team have recommended a way forward and this has been ratified by MVM, the Project Board and Procurement. We opinion that Practique is extended for one additional year (which is an option already within their contract), allow the central procurement to proceed with CMVM involvement in the building of the ITT and then revisit the CMVM specific procurement once we understand better the updated central service. We have had substantial user discussions and the team anticipate a good deal of feature crossover, but that will not extend to some CMVM specific features. The implementation is currently scheduled for delivery late spring, early summer 2021.
The team continue to work towards the completion of the Procurement Strategy and our requirement gathering. We have prepared a submission for ITC and our updated scope and requirements were accepted by the board on the 29th of October.
Issues
Our central budget is yet to be approved. This is why the project remains red.
