The University is dedicated to creating a data warehouse programme that consists of an enabling structure that helps the University get the right information to the right people at the right time.

The EDW will hold data from disparate business administration systems and external data sources. Data will be linked and enriched to provide analytics and insight that was previously not possible, or was time-consuming to create. Data will conform to enterprise definitions established through data governance policies and procedures. Data will be held securely in compliance with Information Security Policy. Data will be designed to meet the BI/MI needs of our business partners.

By establishing a business engagement model that places emphasis on communication, governance, processes and technology, we will deliver an EDW that is sustainable, extensible and provides value to our business partners. The model will enable effective business collaboration and prioritisation on cross-functional data needs and ensure secure and authorised access to data, as well as the provision of  analytics on usage.

By providing the cross-functional, multi-level governance structure that supports the data warehousing from the inception of the data warehouse project,  the data warehouse governance structure will play a key role in the data warehouses  ability to meet business needs and to adapt to organisational change.

The approach focuses on first building a foundation, then subsequent tasks will detail business processes that will inform data model and architecture design. Combined with creating governance bodies and policies.

Using this approach places emphasis on governance as well as technology and the organisations data warehouse environment becomes more sustainable, extensible, and capable of providing critical value to the business users.


The business engagement project is responsible for;  building a business engagement model that supports current and future data acquisitions.  Providing a  communication strategy  and plan that targets the most appropriate key stakeholders.  A governance Strategy that is accountable for data project acquisitions . A data migration strategy that defines the way data will be migrated to the data warehouse.

Out of Scope

 The project does not cover data acquisition, architecture or modelling.

Produce a communication strategy that supports EDW

D1.2   Collect communication content covering background, objective, purpose and goals that support the vision for an EDW to be used in stakeholder communications. M

02     Produce the communications plan and approach that defines stakeholder groups, communication objectives, communication engagement method, communication channels and activities together with a plan for implementing, delivering and managing the communications strategy.                                  
D2.1   Produce a communication plan covering the scope and details of the data warehouse project targeting  key stakeholder groups to gain buy-in to the EDW proposal. M

D3.1   Execute the communications plan across priority data acquisition areas. The communications plan will only be partially delivered within the scope of the project. The intention is that the communication plan will be picked up and continued as part of a Service Management BAU process.  



Design and implement an EDW governance strategy and agile consolidated project framework and lifecycle processes, based on best practices and performance measurement,  that is used across the university leading  to;  An EDW  that is secure, populated accurately and responsively and delivers value to our business partner.   Data Acquisition and Change Management processes to effectively prioritise and deliver the data needs of our business partners.  

D4.1   Produce a operating model and processes that facilitates data warehouse governance and business - IT engagement e.g. Steering Group and Data governance forums. M
D4.2   Document formal procedures for liaising with business and technical groups for data warehouse projects. Build organisation, structures and processes to support EDW as a ongoing business activity. M
D4.3   Create the EDW governance model processes that  supports EDW foundation building and subsequent data acquisition project delivery as ongoing business activity. M
O5    Build an effective stakeholder engagement model to manage business collaboration and prioritisation on cross-functional data needs including a business requirements gathering process.     
D5.1   Build a process that  gathers business requirements for foundation project and subsequent data acquisition projects enabling EDW population.  M
D5.2   Build an initial pipeline view of data acquisitions from existing data consumers that permits gap analysis of initial EDW candidate data. M
D5.3   Establish a Front Door process that supports new data acquisition business case assessments including a clearing house supporting  approval / rejection for changes and subsequent EDW data acquisitions. This to serve as a ongoing operating model to support future EDW data acquisitions. S

Effective governance is a key to data warehousing success. EDW Business Engagement brings together key stakeholders at an early stage to address key business requirements and ensure EDW success.  It will maximise  utilisation of the EDW through better business - IT alignment, engagement and communication.  It will reduce the level of business unit  customisation.  It creates a mandate for implementing policies and procedures to ensure the fulfilment of the data warehouse vision and mission.  It creates a formal decision-making structure for data warehouse approval. It provides a two-way mechanism for communicating (reporting structure and communication plan) about data warehouse initiatives across the organisation.  It creates formal procedures for liaising with the business and technical groups for data warehouse projects.

Success Criteria

  • Defines a well formed strong business acquisition pipeline
  • Improves the ability to acquire data to populate the EDW
  • A business operating model that supports data acquisitions over the next three years
  • Data warehouse development projects are consistently defined and well understood across the university
