The current Parking Management System, supplied by Imperial Civil Enforcement Solutions but hosted internally, is running on outdated infrastructure.  This is resulting in poor system performance especially at peak demand when a large number of staff and students have a four week window to apply for annual parking permits.  At peak time, several hundred applications for permits may be made concurrently through the MyEd channel with several thousand applications made in total during the four week window.  The system is also used to issue parking charge notices and manage ad-hoc permit applications throughout the year.

The existing system infrastructure comprises separate database and application servers in the Live environment, whilst for Test one server hosts both the database and application.  Each of the database severs are based on SQL Server 2000.

The original project scope was looking at replacing the Parking Management system but following discussions with the Transport and Parkng office, a decision was taken to focus this project on upgrading infrastructure with initial consideration outside of this project regarding the possible requirements for a new system.
