Overview

Background

The HESA Staff Return is an annual submission of staff data which are required to meet HESA requirements. This project will cover any changes required to either collect the data in Oracle HR & Payroll, submit the data to HESA or fix any issues outstanding from 2016/17 return;

The HESA requirements change each year and the scale of known changes for 2017/18 are covered within this Brief

Due to the late start of the HESA Staff Return this year and

  • the number of changes required with differing skill sets,
  • the overall priority of this project has been approved to be raised from NORMAL to HIGHER.
  • This project is all about University Funding.
  • This year's Staff Return is a much larger project than estimated in Annual Planning.

Scope

  • The University is required to provide HR staffing information to HESA on an annual basis. 
  • Each year, HR HESA provides requirements for the current submission.
    • This usually involves some modifications to the existing data set  
  • Post-deployment support from June to mid-November 2018, for the Business Area's validation and submission process
  • This year's return includes one issue carried over from the last year's HESA return (16/17). The carried over JIRAS has been replaced by HRS094-21 to explain what is required for the long term solution in 2017-18.

Objectives

  • To undertake all development changes required to meet the requirement changes specified by HESA.
  • To review the necessary carried over work from the 16/17 return to determine if the code requires updated for 17/18 return
  • To support the submission of the 2017/18 HESA return

Deliverables

  • Confirmed 2016/17 work carried over and completed
    • Any specific work carried over from 16/17 return that is still deemed necessary for the 17/18 submission that requires completion before the 17/18 return is completed.
  • To undertake all development work required to meet the changes specified by HESA consisting of  this year:
    • eBusiness Suite (GUI, PL.SQL/API, and successful applicant scripts),
    • HESA extract PL/SQL,
    • APEX,
    • PPIPMI,
    • BI reports (universes), and
    • HESA universes (by HR)
  • To support the submission of the 2017/18 HESA return
  • All changes required for HR database, application, and extracts
  • All changes required for HESA and HESA Archive database, application, extracts, and BI Suite and HESA universes

Benefits

 To meet the legislative HR HESA Staff Return requirements. This enables the university to obtain the funding required from the government

Success Criteria

  • To successfully deliver the HR HESA Staff Return for 2017/18 and that Edinburgh University and HESA have accepted this.
