SFC Outcome Agreements additional requirements

Implementation of new requirements for the use of contextual data to ensure that equal oppertunity is given to every applicant from every background. This will include the adoption of new data sets into SITS including ACORN (a categorisation of applicants by postcode) as well as changing the way we use existing data for selection and offer-making. Further to this it will include attainment data and flags introduced into E:Vision.
