Taking the SITS STAR database off the physical server to VM to meet end of life in April  2022

The benefit of this project is to manage the end of life of SITS physical database servers by moving them to VM in a timely manner and before the next SITS software upgrade (due Mar/Apr 22)

The next SITS version (v10.2 for delivery in March 22) will need to be on Oracle version 19c (current Oracle version is 12c ). This project allows to move to a supported Operating System version that is working with Oracle version 19c: the VM is using Centos 7. The physical server uses RedHat 6 which does not support Oracle 19c.
