Work/Task Breakdown

The work/task breakdown structure (WBS) is a systematic breakdown of the project into manageable work elements.

The WBS should capture all the work and only the work required to deliver the project scope. The WBS is not a schedule and is developed before the timeline for the project (the timeline is captured in the project plan).

Each work element in the WBS should have a clearly defined deliverable and responsibility for delivery should be clearly assigned to members of the project team.

 

Resources, Skills and Costs

Based on all available information and currently valid assumptions, identify costs that will be associated with executing the project. Examples include staffing, training, consultancy services, hardware, software, maintenance, equipment and facilities. Note that a detailed and reasonably accurate estimate of costs, typically within 40% of the actual figure, is expected at this stage.

Please ensure that any concerns or assumptions are recorded as part of the estimation and that these have been discussed and agreed with the project sponsor prior to finalising the Project Brief. Identify any factors that may impact on the accuracy of estimation for this project e.g. similar previous projects, use of new technology, use of standard (or non standard) approaches, complexity, degree of resistance to the changes being introduced by the project. Record as many details as are relevant.

Identify any specialist skills or other resources required to execute the project or support the delivered services.

Identify how the funding, skills or resources will be secured for the project.

Consider carefully whether sufficient funding, skills or other resources are available to enable the project to start.

Consider also any ongoing costs associated with supporting the new services to be delivered by the project over at least the next 4 years.

Project Governance

List the named individuals who will be responsible for signing-off project milestones and any changes to time/cost/scope.
