Section One: Programme Commentary, RAG and Resources Update

Commentary

HRS084 - AMBER - Although there has been no significant change to the time, cost or scope of HRS084 over the last month, the PM has set the RAG status to AMBER as there are two unresolved issues (12 and 14) whose resolution may result in a future change to the project schedule that would cause the project to become AMBER. HRS085 - GREEN - HESA have confirmed the University's return as Credible. This project is moving to Closure and will return unused budget to the Programme once the Final Submission milestone is achieved. HRS087 - GREEN - On track to deliver to budget and schedule in late November and will incorporate the new payscales HRS088 - GREEN - The brief was approved and the main documents have been drafted. Consultations underway. HRS089 - RED - The status of RED reflects the increase in cost of the project in the End of Planning re-estimate. This has to be agreed with the Programme and has required the Planning sign-off to be rescheduled to allow time for the re-estimate to be considered. The Supplier and team have approved the Brief and its Plan and work on the Systems Analysis and Design is underway as planned.

The Not Started project Enhancing Employment Technical Implementation project has a status of RED. Given the AMBER status of HRS084, the start date of the Technical project is expected to be rescheduled. The RED status reflects that the project is being re-estimated as part of the 3 year planning process and before completion it is already much higher than the current estimate. This project will be unable to start without approval for the revised estimate.

Resources

The programme is using almost all its contingency to deliver HRS088 and is therefore at risk if funding for the HRS Transformation Major Initiative is not delivered. HRS089 eRecruitment Upgrade end of planning estimate is higher than its 120 day budget and this is to be agreed with the programme and portfolio The Not Started AP56-049 Enhancing Employment technical implementation project is in the process of being re-estimated and will require a budget much higher than the current 174 days to deliver the "Must" requirements which have so far been identified in the HRS084 analysis project

Issues

  • The estimate at the end of Planning is over 20% more than the project's current budget and this needs to be agreed with the Project Sponsor. Due to leave in the Business, the Sponsor was unable to address the increase in the budget and therefore to provide approval for the Brief. The Brief sign-off has been rescheduled to 13 November 2015.
