This project will cover the activities to implement the recommendations 3, 4 and 5 relating to Governance from the Governance, Management and Communications Review (GMCR) undertaken by the Leadership Foundation for Higher Education on behalf of PPLS.

 

Recommendation 3 : use of ad-hoc working groups

The use of temporary ad-hoc Working Groups should be increased at School level and in future should:

  1. Be used more as a way of drawing in different staff from across the School at different grades who have a particular contribution to make, but who are not necessarily members of other committees to improve engagement in the governance and decision-making process.
  2. Have a clearer and specific role in consulting with staff within the subjects at staff meetings or other fora.    

Recommendation 4: Scheme of delegation

PPLS should set up a small working group to consult on and devise a scheme of delegation specifying the structure and inter-relationships between committees and management groups at PPLS and subject levels, to help improve understanding of responsibilities and accountabilities and where authority for decision making lies. It should also include:

  1. What minor things can be delegated to Chair or Executive action to speed up decision making and to free up time within committee meetings to be focussed on more strategic decision making
  2. A simple decision-making map specifying responsibilities and showing how School and subject committees (formal and informal) interact and their roles, and clear terms of reference for the different committees / groups so that chairs and participants know what the remit of the group is and what status its decisions will have
  3. Responsibilities of key management roles and committee members setting out what each is responsible and accountable for, and ensure that their key role in consulting with and informing their constituent groups across the organisation takes place

 

Recommendation 5: Responsibilities of committee members

PPLS should encourage a more active and interpersonal set of communication channels for those with key roles at school level (e.g. on SMC). Directors should find ways to engage regularly with their colleagues at subject level with equivalent responsibilities, inter alia, to gather information about front-line challenges and pressures that might be alleviated by better School/College level policy. New mechanisms and / or guidance will be required to support this.
