Achievements Last Period
EST128 is no longer in "special measures”, however, the project continues to benefit from support from the CIO, Director of Estates and Director of Place.
- An oversight group has been established to support the project through to funding approval on 22/02/2021, It is anticipated that the oversight group will evolve into the programme board.
- An options paper was presented to the oversight group on the 24/09/2020 and the project now has a clear scope, with deliverables.
- Positive engagement has taken place with Procurement, with a procurement options paper due for review by the oversight board on the 8th October 2020
- Christian Davis has joined the project team and is assisting with the Financial modelling supporting the cost model , Ten year Cost of Ownership and Benefits articulation. Sessions are planned and underway on these areas.
- A plan has been developed to achieve the scope and deliverables, working across, IS, Estates, Business planning and Procurement.
- Colin Pritchard has been made available to the project team (on a limited availability) and is supporting with verification of the business requirements.
- The project has been renamed Pre-Procurement and covers the work up to presentation of the Business Case at court on the 22nd Feb 2021.
Issues / Outstanding
- The Procurement route has still to be confirmed, the procurement paper will be presented to the Oversight group on the 8th October, this is a key decision as the preferred procurement route has a significant impact on the cost estimate and the overall programme timeline.
- While access to Estates staff has improved, it is still very limited.
- The concern around Procurement resource being diverted to other projects remains. Once a decision is reached by the oversight board on the procurement route, Procurement resource will need to be allocated in order to progress the business case.
Next Steps
- Work on the business case and supporting documents will progress through October.
- Confirmation of the Procurement route and revision of the costings and programme timeline in line with the chosen procurement route.
- Gain support for the business case at Knowledge Strategy Committee on the 20th October 2020.
