Overview

Background

The HESA Staff Return is an annual submission of staff data which are required to meet HESA requirements. This project will cover any changes required to either collect the data in Oracle HR & Payroll, submit the data to HESA or fix any issues outstanding from 2017/18 return

The University is required to provide staffing information to HESA on an annual basis. The current return for 2017/18 will not deliver the required level of detail therefore the work in this project is to revise the return extract facility in line with HESA's new requirements

The HESA requirements change each year and the scale of known changes for 2018/19 are covered within this Brief

  • the number of changes required with differing skill sets,
  • the overall priority of this project has been approved to be raised from NORMAL to HIGHER if required
  • This project is all about University Funding.
  • Some work is expected from HESA  this year, in preparation for the large number of changes expected in 2019/20.

Scope

  • The University is required to provide HR staffing information to HESA on an annual basis. 
  • Each year, HR HESA provides requirements for the current submission.
    • This usually involves some modifications to the existing data set  
  • Post-deployment support from June to mid-November 2019, for the Business Area's validation and submission process

A new subject coding system - the Higher Education Classification of Subjects (HECoS) - has been developed to replace the JACS system.

As discussed changes will be needed  and added into JIRA are

  • APEX screens,
  • eBusiness Suite (GUI, PL/SQL, API )
  • PPIPMI
  • HESA BI Universe and the
  • Schema/HTML file.
  • As there are 3 new fields in relation to REF in a specific format which need to added but the data for these fields will be supplied to us by GaSP (e.g. Susan Cooper) which will need to be upload but not held in Oracle.
    • the values will be held in the APEX screens (just like the cost centres), not in Oracle, but will be included in the Oracle Schema
    • data already exists in Pure, but GaSP will be supplying the necessary data
  • Validation related to the 1 changed field (iteration of it)
