Issues
Five of the six suppliers we engaged in the early market engagement didn't bid. One didn't meet the pre qualifying criteria, three didn't have sufficient resource to complete the paperwork and the other didn't bid for several reasons including the number and balance of procurement questions, the relatively short deadline, and difficulties with the PCS-T system. Feedback has been provided to the project reviewing procurement questions, and the Procurement Office.
